Chad: Creation of the Permanent Framework for Political Dialogue
By: Charilogone Editorial StaffThe Chadian government, by Decree No. 1060/PR/PM/MATD/2025 of June 2, 2025, established the Permanent Framework for Political Dialogue (CPDP), replacing the dissolved National Framework for Political Consultation. This initiative aims to foster open and constructive dialogue between political parties, in compliance with legal provisions.
The CPDP's mission is to strengthen consultation between the various political parties to ensure better democratic governance. It will be responsible, in particular, for proposing preliminary draft texts governing electoral bodies, the statutes of political parties, and their role in democratic life.
This new body is organized around three main structures:
1- The Plenary Assembly, where decisions are made by consensus.
2- The Coordination, which ensures the implementation of the decisions taken.
3- The Coordination Office, composed of 30 members, divided equally between the majority and the opposition.
Each political camp submits a list of 15 representatives, approved by presidential decree. The presidency of the Coordination Bureau will rotate annually between the two blocs.
The CPDP will play a key role in preparing for the elections, ensuring transparency, monitoring censuses and voter lists, and raising citizen awareness of democratic principles.
With the establishment of the Permanent Framework for Political Dialogue, the Chadian government aims to establish a more structured and peaceful political dialogue in a context marked by tensions and high expectations from political actors and civil society. This approach aims to ensure stability and inclusive governance, while strengthening the participation of political parties in the country's governance.
