    Customs Reform: Chad Goes Digital

    As part of the national regional integration policy, Chadian Prime Minister Allah Maye Halina expressed the government's desire to strengthen trade between the member states of the Community of Sahel-Saharan States (CEN-SAD). As head of government, he highlighted strategic priorities aimed at simplifying customs procedures and digitizing intraregional tax and trade transactions.

    Since his appointment as Prime Minister on May 23, 2024, Allah Maye Halina has placed regional integration at the heart of his political agenda. Significant progress has been made with the mandatory implementation of telepayment platforms from July 15, 2025, in accordance with Circular No. 004 of July 3, 2025 from the Minister of State for Finance, Tahir Hamid Nguilin.

    These reforms are to be attempted:

    Make cross-border trade more flexible;

    Reduce administrative delays;

    Secure public revenues;

    Increase the efficiency of trade operations.


    Furthermore, the government is investing in the implementation of harmonized legal frameworks, aligned with community standards such as the CEMAC Customs Code and the General Tax Code, in order to create a coherent and attractive economic environment for investors.

    The reform also relies on the interconnection of electronic customs (ASYCUDAWORLD) and tax (E-TAX) systems with banking and mobile platforms, ensuring enhanced traceability and greater transparency in the mobilization of public resources.

    With this initiative, the Prime Minister's office reaffirms its commitment to strong regional integration, based on cooperation, transparency, and institutional innovation, in the spirit of Sahel-Saharan solidarity.
