Israel and the United States seal a strategic partnership on AI

The State of Israel and the United States signed today, in the City of David in Jerusalem, a Joint Declaration in the field of artificial intelligence. This signing follows Israel’s accession last month to the Pax Silica initiative, which brings together the leading nations in the AI sector. Among the nine most advanced countries in this field, Israel was chosen as the first state to sign a joint declaration with the United States.
This declaration marks a new step in the strategy to position Israel as a major global player in artificial intelligence, one of Prime Minister Benjamin Netanyahu’s flagship objectives.
The memorandum was signed by the Head of the National AI Directorate, Brigadier General (Res.) Erez Eskel, and the U.S. Under Secretary of State for Economic Affairs Jacob Helberg, in the presence of Israeli Foreign Affairs Minister Gideon Sa’ar and U.S. Ambassador to Israel Mike Huckabee.
Statement by Foreign Affairs Minister Gideon Sa’ar:
“Today – as part of the Pax Silica initiative – Israel and the United States are issuing a Joint Declaration launching a strategic partnership in the fields of AI, research, and critical technologies. This is another milestone in our unbreakable alliance. Under President Trump’s leadership, our relations have reached historic heights.
I commend Prime Minister Netanyahu for establishing the National AI Agency, designed to address today’s challenges and opportunities. And I wish you, Erez, continued success. Keep up the excellent work.
Today’s declaration confirms an undeniable reality: just as the United States is indispensable to Israel, Israel is an essential asset to America and to its national security interests. Israel enables the United States to safeguard these interests in a dangerous Middle East.”
Statement by the Head of the National AI Directorate, Brig.-Gen. (Res.) Erez Eskel:
“Since the establishment of the National AI Directorate under the authority of the Prime Minister, we have been working actively to build partnerships with the key nations leading the global AI industry, foremost among them our great friend, the United States.
In this context, about a month ago, we joined the Pax Silica group – a coalition of leading countries in the development of safe artificial intelligence.
This partnership is part of a joint effort to build high‑power computing infrastructure and to develop the human capital required for Israel’s AI industry, in close collaboration with academia and industry.
I thank the Prime Minister for his constant support of the Directorate, recognizing that leadership in the field of artificial intelligence will determine the national security of the State of Israel.”

Israel and the United States intend to continue their deep and lasting partnership through joint research, development, investment, and commercialization across a wide range of strategic sectors, including artificial intelligence, energy technologies and storage, advanced computing infrastructure, space, edge innovation, additive manufacturing, and semiconductors.
This partnership also includes a renewed focus on protecting sensitive technologies and supply chains, strengthening a secure and trusted environment for investment and cooperation.
