Gaza at the Heart of International Negotiations

In Jerusalem, during a press conference held on December 7, 2025, alongside German Chancellor Friedrich Merz, Israeli Prime Minister Benjamin Netanyahu announced that he intends to launch “very soon” the second phase of the Gaza ceasefire agreement. This stage includes the demilitarization of Gaza and the disarmament of Hamas, two conditions presented as essential to guarantee Israel’s security.

This declaration, made before international media, carries heavy consequences. It reflects the Israeli government’s determination to transform a military balance of power into a political architecture aimed at stabilizing the region in the long term. By choosing Jerusalem as the setting and appearing with a major European ally, Netanyahu seeks to give international legitimacy to his project while reassuring a fractured Israeli public opinion.

Yet behind this diplomatic staging, tensions remain. Hamas, while showing conditional openness, demands the withdrawal of Israeli troops and the recognition of a legitimate Palestinian authority to receive its weapons. The United States, sponsors of the plan, exert constant pressure to turn this truce into a lasting agreement, while the European Union and several Arab countries call for a political solution that goes beyond temporary arrangements.

In short, this announcement in Jerusalem marks a strategic turning point: Israel is attempting to give an international dimension to its security, but the success of this second phase will depend on the ability of regional and global actors to move beyond confrontation and build a genuine peace.
